That the Director of Universal Services, in consultation with the Executive Member, approves the Project Appraisal for Crow Lane, Ringwood Footway Improvements, as outlined in the supporting report. 2. That the Director of Universal Services gives approval to procure, spend and enter into necessary contractual arrangements, including but not limited to appointing any consultants or contractors, and making any non-material amendments to the scheme design, programme or documentation required to ensure effective delivery, to officers in consultation with the Head of Legal Services, to implement this scheme at a total estimated cost of £357,000, to be funded from Local Transport Fund (LTP) and New Forest District Council Contributions. 3. That the Director of Universal Services delegates authority to officers, in consultation with the Head of Legal Services, to take all action as necessary to progress orders, notices, and statutory procedures and to secure, negotiate, prepare, enter into and complete all appropriate agreements, licences, consents, permits, permissions, rights or easements, including in relation to any highways, land, traffic management, streetworks, access and construction-related matters as necessary, and to undertake all engagement and consultation required, in order to enable full implementation and delivery of the scheme.
