That the Director of Universal Services, in consultation and agreement with Test Valley Borough Council (TVBC), agrees the final preferred scheme for Andover Town Centre – Western Avenue, noting that the final approval and delivery of the scheme rests with TVBC. 2. That the Director of Universal Services gives approval for all actions to be undertaken as necessary, in consultation with Legal Services, to work with the scheme promotor (TVBC) to progress orders, notices, statutory procedures and secure and enter into all appropriate agreements, licences, consents, permissions, rights or easements necessary to enable implementation of the scheme.
