Decision

1. That the Director of Universal Services gives approval to spend and enter into necessary contractual arrangements (in consultation with the Head of Legal Services) to implement a programme of traffic signal bus priority as detailed within the supporting report utilising £795,000 of 2026/27 and 2027/28 Local Authority Bus Grant capital funding (for technology, hardware and equipment) and £250,000 of 2026/27 and 2027/28 Local Authority Bus Grant revenue funding (for project management costs).
   2. That the Director of Universal Services gives approval to spend a total of £128,000 of 2026/27 and 2027/28 Local Authority Bus Grant (BSIP) revenue funding on the delivery of bus service enhancements as detailed within the supporting report and enter into contractual arrangements with the relevant operators (in consultation with the Head of Legal Services).
   3. That the Director of Universal Services gives approval to spend a total of £511,000 of 2026/27 Local Authority Bus Grant (BSIP) revenue funding on locally targeted, time limited promotional fares initiatives as detailed within the supporting report to incentivise infrequent or non-bus users to try the bus as a means of encouraging bus passenger growth.
   4. That the Director of Universal Services gives approval to spend £27,365 of 2026/27 Local Authority Bus Grant (BSIP) revenue funding for recruitment, set up and project management costs associated with the initial set-up of the two-year Gosport TravelSafe Partnership pilot project and £360,000 of 2027/28 Local Authority Bus Grant (BSIP) revenue funding for and operating costs for the delivery of uniformed patrols and monitoring of CCTV cameras for a 12-month period for the second full year of the Gosport TravelSafe Partnership project.
