Decision

RESOLVED that approval is given to
award the contract for the FRA Works- District Wide 1 at (18-24
Pytt Field, 206-213 & 214 –
221 Spinning Wheel Mead, 272-298 Rivermill, 62-84 Potter Street, 1-6 Hester House,
and 167-204 Pennymead) to Highview Ltd
for the total sum of £3,062,218.04 +
VAT, in accordance with the Procurement Act 2023 for
below-threshold works contracts. The contractor will be engaged
using the JCT Intermediate Building Contract (2024) with
Contractor’s Design, and the Council’s standard
Schedule of Amendments.

Reasons for the decision

The decision is proposed to enable the
delivery of essential FRA remedial and external refurbishment works
- District Wide 1, to bring the Council’s housing stock in
line with statutory fire safety requirements, maintain housing
quality standards, and ensure completion ahead of the statutory
March 2026 compliance deadline.

Alternative options considered

Do nothing: Not viable, as it would leave the Council in
breach of statutory obligations, exposing it to potential
enforcement and safety risks.
 
Partial or Reduced Scope: Would risk non-compliance and
increased costs due to repeated mobilisation and inefficiencies.
 
The recommended option ensures compliance, resident safety,
and value for money.
