Decision

RESOLVED that a contract  be awarded in
the final sum of £618,354.46 to ETEC Contract Services Ltd.
(Company Number 05392794) “subject to
contract and leasehold consultation”. The contractor will be
engaged using the JCT Intermediate Building Contract (2024) and the
Council’s standard Schedule of Amendments.

Reasons for the decision

The required works will resolve the problems
the blocks have had with water ingress and ensure compliance with
Part B and L of the Building Regulations. The work will contribute
to reducing future maintenance needs and improve thermal
efficiency.

Alternative options considered

Do nothing: Withdrawing the work would result in continued
deterioration of the building. While ongoing maintenance would
still be required, key fire safety recommendations would remain
unaddressed, exposing the Council to potential legal non-compliance
with statutory obligations, including:
