Decision

RESOLVED that:

A     A contract is awarded to HTS (Property & Environment) Limited in the sum of £117,237 for the refurbishment of the existing windows at Harlow Civic Centre.

B     The virement of £104,627 from Capital Code 6960, ‘Asset Management Resourcing’, to Capital Code 6396, ‘Civic Centre Windows’, is approved.

Reasons for the decision

To support delivery of the Council’s corporate mission to ‘Rebuild our town’ and the commitment to “Successfully deliver our record £93 million Non-Housing Capital Programme”.

To secure the refurbishment of the Civic Centre windows in accordance with Contract Standing Orders, improve the energy efficiency of the property and the working environment for staff, and mitigate the risk of further deterioration.

Alternative options considered

Officers have considered full replacement of the windows. That option has been discounted on cost grounds, having regard to the fact that refurbishment is considered a viable and significantly lower-cost approach following a successful refurbishment trial.
