Decision

1. Seek clarification from government as to
the level of flexibility around their current criteria for
developing new unitary proposals, particularly to consider smaller
models that would allow a focus on rural and coastal areas.

2. Given the limitations imposed by the existing government
criteria, note the submission by Council Leaders to Ministry for
Housing, Communities and Local Government (MHCLG) of the joint
progress to date across East Sussex and the plans towards
developing a formal submission in September.

3. Approve the continued development of proposals for the
establishment of unitary council (s) for the East Sussex area
subject to public and stakeholder engagement on a clear set of
principles and further development of the evidence base around the
three options.

4. Write a covering letter to MHCLG outlining the other options and
views considered by Hastings’ councillors.

5. Delegate authority to the Chief Executive in consultation with
the Leader to make any amendments prior to the submission of the
proposal on 21 March 2025.
