Purpose
Update on Plan for Neighbourhoods programme to
include Pride in Place Impact funding.
Decision
That Cabinet notes:
1. The public engagement and consultation
feedback which finished on the 14 October 2025.
Regarding the Plan for Neighbourhoods and
submission of the regeneration plan, that Cabinet will:
2. Delegate authority to the Deputy Chief Executive, in
consultation with the Deputy Leader and Lead Councillor for Shaping
Places and Local Government Reorganisation and Section 151 Officer,
to agree the final regeneration plan on behalf of Hastings Borough
Council as the Accountable Body.
3. To act as a secretariat function (including programme
management) to the Hastings Neighbourhood Board, until 31st March
2028.
4. To receive further capacity funding (£150,000) to enable
the setting up of structures and any grants/loans schemes from
government in April 2026.
Regarding Pride in Place impact funding that cabinet:
5. Delegate authority to the Section 151
officer, in consultation with the lead councillor for shaping
places and local government reorganisation, to sign the Memorandum
of Understanding (MOU at Appendix 2); and to receive the grant
funding for financial years 2025/26 (£750,000) and 2026/27
(£750,000).
In regard to both schemes that cabinet:
6. Delegate authority to the deputy chief executive and chief legal
officer (or their nominees), in consultation with the lead
councillor for shaping places and local government reorganisation,
the authority to offer grants and payments to partner organisations
to deliver projects, or to run grant schemes as approved by the
Hastings Neighbourhood Board.
7. In line with our Financial Operating Procedures (FOPs), where
relevant, to seek Cabinet and if required, Full Council approval
for the business cases for the projects which the council are
leading on.
