Cabinet recommends
to Full Council:

1. Full Council
confirms that Hastings Borough Council will continue with the
current arrangement to be responsible for the management of the
properties (and collection of any revenue) under HHC Ltd ownership
until such time as those assets are no longer Hastings Borough
Councils responsibility. Management will continue under the
delegated responsibility of the Head of Estates and Head of Housing
to ensure compliance with necessary regulations and to safeguard
residents and current tenants.

2. Full Council confirms that HHC Ltd formally ceases trading from
1st April 2026 and all outstanding loans and interest is terminated
at the same time. This is under delegation to the Chief Finance
Officer and Chief Legal Officer to commence with that process as
soon as practicable.

3. Full Council confirms agreement that with delegation to the
Chief Finance Officer that all Assets (and any liabilities) under
the ownership and control of HHC Ltd are transferred at fair value
or book value (whichever is appropriate) to Hastings Borough
Council by no later than 31st March 2026.

4. Full Council confirms agreement that delegated authority be
given to the Head of Housing in consultation with the Lead Member
for Housing to agree the use of a Partner landlord on its behalf
(where required).

5. Full Council
agrees to Progress a Programme review of all HHC Ltd properties and
evaluate the best option in terms of Sale or Management, in
collaboration with the Chair of the Capital Assurance Board and in
line with the Council’s disposal and asset policies.
