Purpose
To provide an update regarding the Long Term Plan
Decision
1a. the establishment of the new Hastings Board, Executive Group and three thematic subgroups.
1b. the progress made to date in the development of the Long-Term Plan as set out in section 6 and way forward and next steps in section 7.
1c. the Borough Councils Accountable Body role in approving the Long-Term Plan as set out in section 10.
- To review and comment on the draft Long-Term Plan vision as set out in section 9 and consider the Council’s own priorities against the three investment themes.
- To delegate authority to the lead councillor for regeneration, in consultation with the Deputy Chief Executive and Section 151 officer, to agree the final Long-Term Plan on behalf of Hastings Borough Council as the Accountable Body.
- To act as a secretariat function (including programme management) to the Hastings Board, until 31st July 2025 from when a local organisation will be commissioned by the Hastings Board to run and manage this function.
- To delegate authority to the deputy chief executive and chief legal officer (or their nominees), in consultation with the lead councillor for regeneration, the authority to offer grants and payments to partner organisations to deliver their projects as identified in Appendix 3, once the Hastings Board has approved them.
- In line with our Financial Operating Procedures (FOPs), where relevant, to seek Cabinet and if required, Full Council approval for the business cases for the projects which the council are leading on prior to submission to the Hastings Board.
