Award of contract to install cafe and remodel Brook Road car park

Decision

RESOLVED that the Cabinet recommend Council to:

1. Approve budget allocation of £140K funded from Community Infrastructure Levy (CIL) to create a segregated spectator pathway as part of the remodelling of Brook Road car park and the wider improvements to Meadow Park.
2. Agree subject to the above that Officers, seek to make direct award for the contract to deliver the spectator pathway.
3. Note that a further report would be presented to Cabinet and Council to seek additional funding to enable the completion of the Meadow Park Phase 2 improvements.

Reasons for decision

The Council is required, under Regulation 19 of the Town and Country Planning Regulations 2012, to publish the Hertsmere Local Plan for consultation prior to submission (Regulation 22) and public examination (Regulation 24) in order to meet the adopted LDS. 

Alternative Options Considered

If the Council does not continue with the segregated spectator pathway this will compromise delivery of the BWFC development. That project is time sensitive for BWFC. The BWFC project starts on 28 September to conclude before the start of the 2027 football season.

If the Council were to tender for the construction of the spectator pathway that would delay and compromise the BWFC project as noted in 4.1 above. It would also lose the potential for efficiencies and economies of scale that could be offered by a timely award to the incumbent BWFC contractor.

Further evaluation of costs associated with car park remodelling and café provision will not compromise BWFC development. The Council is committed to extend the current car park layout to ensure servicing for both BWFC and the Nursery.
