Decision
RESOLVED That Cabinet
- 1) recommended to Council to approve that Hertfordshire Building Control Limited implement the requirements of the Building Safety Levy on behalf of Hertsmere Bourgh Council and note the same for the other seven partner authorities.
- 2) recommended that Council approve the passporting of £111,800 of new burdens funding to Hertfordshire Building Control Limited to implement and administer the Building Safety Levy requirements as set out in section 6.
- 3) Recommended to Council to delegate authority to the Deputy Chief Executive in his capacity as Shareholder Representative and the Assistant Director of Legal and Democratic Services to enter into the formal agreements required (appendix 1, section 6).
Reasons for decision
The Cabinet are requested to recommend to Council that the BSL is implemented by Hertfordshire Building Control Limited on Hertsmere’s behalf and recommend to Council the passporting of the new burdens funding of £111,800k to Hertfordshire Building Control Limited to enable the company to set up and administer the BSL until admin costs are recoverable under the BSL itself. The BSL itself generates an administration charge (1.5%) which in time should be sufficient to cover the cost of administering the Levy.
Alternative Options Considered
There were no alternative options for implementation of the BSL as the Building Control function has been transferred to Hertfordshire Building Control Limited.
