Decision
RESOLVED That Cabinet:
- 1) Noted the £6,028,638 investment delivered through the Community Infrastructure Levy (CIL) programme since the adoption of the revised methodology in September 2025.
- 2) Noted the magnitude of the increase in quantity and quantum of CIL bids since the adoption of the new methodology in September 2025
- 3) Noted that the CIL allocation process has been paused since May 2026 and the progress made in processing the applications that were currently in the system at that time.
- 4) Noted the awards made as Bushey Neighbourhood CIL under individual Portfolio Holder Decision, as set out at paragraph 8.3.
- 5) Determined the two NCIL bids from Inspire All, giving consideration to the views of locality members as follows: • £60,549.45 to convert an existing multi-use studio into a Reformer Pilates studio at Bushey Grove Leisure Centre, Bushey. • £99,500 to transform underutilised space into a wellbeing and learning hub at Furzefield Leisure Centre, Potters Bar.
- 6) Adopted an updated approach to the allocation of CIL funding as set out at paragraph 9 and notes that an update report on this revised process will be brought forward to this committee in due course.
Reasons for decision
The recommendations will direct the appropriate allocation of remaining and future CIL allocations, introducing a more robust and proportionate approach to due diligence and ongoing monitoring aligned with the cale of sums now being allocated. They will allow the bids already in the process to be progressed.
Alternative Options Considered
It was not recommended that the Council continue operating under the existing allocation arrangements given that the size and scale of applications received since September 2025 has required a review of the current open bidding scheme.
