RESOLVED
 
i)              
That the award of the arboricultural
contracts to the highest scoring bidders, on the terms recommended,
as detailed in exempt Appendix 1, be approved.

 
ii)             
To delegate authority to the Director of Communities, in
consultation with the Head of Legal and Democratic Services, to
finalise the terms and conditions of and enter
into the contracts, subject to Full Council agreeing the
required budget (such authority to be effective from the date the
budget is approved) for the five-year term plus any extensions
specifically provided for in those contracts (subject to budget
requirements).
 
 
REASON
 
For the Council to continue to carry out
arboriculture services across the parks and countryside
portfolio.
 
ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS
IDENTIFIED IN THE REPORT
 
The retender process could have replicated the
previous approach, with one contract for all
of the arboricultural services.
This approach was rejected in favour of splitting the tree services
into three lots. This conclusion was informed by a lesson learnt
exercise after the previous contract was mutually terminated, and
market engagement with numerous suppliers. The suppliers did not
raise any issues with this approach and the lessons learnt exercise
suggested that this would reduce the risk to the Council.
