RESOLVED
 

     
i.       
The Social and Community Value Lease Discount Policy, as attached
in Appendix D, is adopted to establish what, if any, discount local
organisations should receive when leasing a community property
 

    
ii.       
The delegation in the Council’s constitution be reviewed (as
part of the current constitutional review) to consider the scheme
of delegations for the Director of Resources and Director of
Place
 

   
iii.       
That authority be delegated to the Director of Place to make minor
amendments to the scoring matrix, if required, following a trial
period of up to 12 months
 
REASON
 
i.             
To ensure that the delegation protocols in relation to property
negotiations are clearly documented

 
ii.            
To ensure that value for money is obtained on all rental properties
owned by Horsham District Council and that there is fairness and
transparency in lease negotiations
 
iii.           
To ensure that organisations which support the residents of Horsham
District are recognised and supported, in the provision of rental
concessions where appropriate and justified
