To approve the award of a traffic management
contract (“the contract”) to Company E (as detailed in
exempt Appendix A) for a period of 3 years, with the option to
extend for an additional 2 years. The total contract value over 5
years is £373,250.
To delegate authority to the Director of
Communities, in consultation with the Head of Legal and Democratic
Services, to finalise the terms and conditions of, and to approve
the entering into of, the contract.
Reasons for the decision
Horsham District Council is responsible for
the removal of litter from publicly owned land, including highways.
In areas where high-speed traffic poses a safety risk, traffic
management services are essential to ensure that cleansing
operations can be carried out safely and effectively.

cleansing on high-speed roads cannot be undertaken without
