i)
To enter into a three-year contract and service level agreement
(“the agreement”) with the supplier (details of which
are contained in the exempt appendix) from 1 April 2026 totalling
£150,000 for the delivery of services to older people (50+)
in Horsham; and
ii)
To delegate authority to the Director of Communities to finalise
the terms of and approve the entering into of the above-noted
agreement and any other documentation required to give effect to
this proposal.
Reasons for the decision
The Council recognises the value of the
service provided by the supplier which is the only local provider
that provides an overarching range of services for the older
population. The Council has for a number
of years provided the supplier with a grant. Moving to a
contractual arrangement from a grant arrangement will provide
longer term stability for older peoples’ services within
Horsham District, particularly in light
of local government re-organisation, and bring the
arrangement in line with similar arrangements provided by
neighbouring authorities.
Alternative options considered
Continuation of provision of an annual grant
for £50,000 was discounted on the basis that a contract will
provide longer term stability of services and respond to the needs
of local communities.
