To approve the Better Billingshurst Spending
Panel Terms of Reference as contained in the appendix.
 

Reasons for the decision

Cabinet approved the creation
of the Better Billingshurst Spending Panel (‘the
Panel’) at its meeting on 25 June 2025 to (i) assess
and prioritise projects for the Better Billingshurst Infrastructure
Development Fund and (ii) ensure that funding is allocated to those
projects on a fair and reasonable basis.
 
These Terms of Reference support the operation
of the Panel by supplementing the overarching governance
arrangements agreed by Cabinet. They set out the purpose, roles,
responsibilities, and operating principles of the Panel, and aim to
ensure that all Panel members operate with a shared understanding
of their remit and expectations.
 

Alternative options considered

Not to have a Terms of
Reference. This was rejected as having a Terms of Reference
supports transparent, fair, and consistent decision?making.
