RESOLVED

i)               That the RIBA Stage 3A report for the Bishopric and Carfax Public Realm Schemes contained in Appendix A to this report be approved;

ii)              That the revised RIBA Stage 3A Spatial Planning Masterplans for the Bishopric and Carfax Public Realm Schemes contained in Appendix B to this report be approved;

iii)             That the next steps to progress the Bishopric and Carfax Public Realm Schemes as set out in this report be approved;

iv)             That authority be delegated to the Director of Place, in consultation with the Cabinet Member for Planning and Infrastructure, to approve RIBA Stage 4 (the ‘Technical Design’ stage) for the Bishopric and Carfax Public Realm Schemes;

v)              That authority be delegated to the Director of Place, in consultation with the Cabinet Member for Planning and Infrastructure, to approve the remaining RIBA stages for the Bishopric Public Realm Scheme;

vi)             That authority be delegated to the Director of Place, in consultation with the Cabinet Member for Planning and Infrastructure, to approve the award of any contracts required to give effect to the Bishopric Public Realm Scheme;

vii)           That authority be delegated to the Director of Place, in consultation with the Head of Legal and Democratic Services, to finalise the terms and conditions of, and to approve the entering into of, any contracts required to give effect to the Bishopric Public Realm Scheme; and Page 17 Agenda Item 6

viii)          That authority be delegated to the Director of Place to take such further action (including entering into any other documentation) as is required to deliver the Bishopric Public Realm Scheme.

RECOMMENDED TO COUNCIL

i)               To allocate the sum of £1.2m from the West Sussex County Council Business Rates Pool towards the delivery of the Bishopric Public Realm Scheme.

REASONS

i)               To facilitate the progression of Bishopric Public Realm Scheme through to completion, works to commence in January 2027.

ii)              To facilitate the progressions of the Carfax Public Realm Scheme through to RIBA Stage 4.

iii)             To secure sufficient funding to deliver the Bishopric Public Realm Scheme.

ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS IDENTIFIED IN THE REPORT

Not to make the stated changes to the public realm proposals. This was rejected because the Council is committed to ‘always listening, learning and improving’ and it is considered necessary to update and improve the proposals to optimise the best outcomes for the community.
