Decision

To approve the reconfiguration and resurfacing of Newmans Garden Car Park and the adjoining access road, including the provision of a revised parking layout, additional disabled parking bays and a one-way circulation system (‘the works’).

To approve the appointment of a contractor to undertake the works.

To approve the award of the required contract (‘the contract’) to the contractor identified and at the cost outlined in the exempt appendix.

To delegate authority to the Director of Resources, in consultation with the Head of Legal and Democratic Services, to finalise the terms and conditions of, and to approve the entering into of, the contract.

Reasons for the decision

The existing layout and condition of Newmans Garden Car Park no longer meet current operational and accessibility standards. The proposed scheme will provide parking bays that comply with current design standards, increase the number of disabled parking bays, improve vehicle circulation through the introduction of a one-way system and renew the deteriorated surfacing of both the car park and adjoining access road. Although the overall number of parking spaces will be reduced, the scheme represents the most effective use of the available space and will improve safety, accessibility, customer experience and the long-term condition of the asset. The contract has been procured in accordance with the Council's procurement procedures and the recommended contractor achieved the highest overall score through the tender evaluation process, demonstrating the best combination of price and quality.

Alternative options considered

Not to undertake the works. This option was rejected due to the deteriorating condition of the car park and access road surfacing, the number of undersized parking bays and the inefficient vehicle circulation within the car park.
