Reasons for the decision
The proposed amendments ensure that the Council's parking arrangements remain up to date, consistent and responsive to customer requirements.
The removal of Park View Car Park from the Parking Order reflects the fact that the site has been redeveloped for operational council purposes and is no longer available for public parking.
The inclusion of the Horsham District Council Permit for use within Lintot Square Car Park in the Parking Order is to assist local businesses which require exemptions from the maximum stay limits.
The introduction of a 2–3 hour tariff option within the Council's ANPR-operated car parks has been developed in response to customer feedback requesting an intermediate tariff between the existing 2-hour and all-day charges. The new tariff provides greater choice and improved value for customers whose parking requirements fall between these existing tariff bands, whilst maintaining consistency within the Council's overall parking tariff structure.
Alternative options considered
The option of retaining existing arrangements was considered and rejected.
Retaining Park View Car Park within the Parking Order was rejected as the site is no longer available for public parking.
Not amending the Parking Order to include the Horsham District Council Permit for use within Lintot Square was discounted. as local businesses require exemptions from the maximum stay limits.
Retaining the existing tariff structure within the Council's ANPR-operated car parks was rejected as it would continue to leave a significant gap between the 2-hour and all-day tariff options on Sundays and Bank & Public Holidays, reducing flexibility for customers.
