Purpose

Mitford Close (23/00702/OUT) was refused by
Planning Committee contrary to officer
 recommendation on 16 October
2024. A one-day Public Hearing has been scheduled for 26  June 2025.
 
A decision has been made to waive the market
testing requirement of Contract Standing Orders under paragraph
3.10.2 due to the urgency, lack of consultants with the necessary
skill set and that this is economically in the best interests of
the Council.
 
A decision has been made to appoint James
Bailey Planning Limited to a fixed fee of £13,500 plus the
applied day rate of £1,500 per day of preparation and
attendance at the Hearing.

Decision

To waive the market testing requirement of

applied day rate of £1,500 per day of preparation and
attendance at the Hearing.
 
Reason:
Due to the urgency, lack of consultants with
