Purpose

Ipswich Borough Council, in specific, the
cleansing department from waste and fleet, is responsible for the
clearance of snow from council facility car parks to ensure safe
parking and walking surfaces.
 
Historically the vehicle used to carry this
out is an All-Terrain Vehicle (ATV [Quad]) with both a snow-plow
blade fitted to the front and a salt/brine sprayer on the rear.
This equipment is no longer considered suitable under HSE guidance.
Due to recent changes to guidance relating to Safe use of
all-terrain vehicles (ATVs) in agriculture and forestry AIS33,
which the above equipment falls under.
 
The most cost-effective method for this is the
purchase of a snow plough attachment which can be fitted and
removed from the Toyota Hilux by a single operator as and when
required.

Decision

To purchase a Hilltip® SnowStriker™ -VP, 1850-VP 12V, 155 kg, V-Plow
snow deflector kit (including lights) and summer cover from Peacock
Salt as the only supplier in the UK that can support the supply of
a variable snow-plow attachment for the
Toyota Hi-Lux at a cost £10,746.63
 
Reason:
Peacock Salt are the only authorised supplier
within the UK of the Hilltip®
SnowStriker™, and the only
supplier that can be located in the UK for this kind of
attachment.
