Purpose
The area of the Ipswich Art School directly
between the Museum before the main building of the Art School is a
section of building known as the SPILL area. This section of
building is on the same listing as the main Museum building (Grade
II).
The heating system for the Art School and
SPILL area is an old gas boiler, single loop radiator system that
is aged beyond repair and failing. The heating for the SPILL area
needs to be upgraded so the EPC is compliant for the site to
continue to be leased to the long-term tenant currently occupying
this area.
Part of the heating upgrade will include
upgrading the fabric of the site, namely the window, to allow for
the most efficient heating solution to be actioned, reducing the
cost of the heating utility for this area and carbon footprint in
line with the Council green commitments.
Given the works required and the listed nature
of the site, an architect is required to undertake the RIBA design
stages of the works including the planning permission application,
building control application and
listed building consent application.
Decision
To direct award the contract for the design
works and relevant applications to Nicholas Jacobs Architects.
Reason:
An Exemption to CSOs has been granted due to
operational reasons. To undertake the RIBA design stages of the
works including the planning permission application, building
control application and listed building consent application.
