Full council record

Purpose

The Shared Revenues Partnership have
successfully trialled (for 12 months) the TelSolutions Treble Touch
Recovery (TTR) software with significant success. This service
promotes improved cashflow to the Local Authority whilst assisting
customers to maintain their Council Tax instalments without
entering the statutory recovery process and incurring the
associated
additional costs. This service has provided
efficiencies through reduced print and postage costs to the Shared
Revenues Partnership whilst providing customers with an improved
service.

The comprehensive process is externally hosted
and has been developed and refined over a number of years. Whilst
demos have been held with a potentially alternative service
provider the software presented was inferior and prohibitive in
comparison to that offered by TelSolutions.

There would be an impact to cashflow along
with potential reputational damage if SRP were to not continue with
the TelSolutions TTR strategy. The SRP’s service costs will
increase if the TTR Strategy is not used through an increase in
Statutory Reminder notices having to be issued.

An exemption has been granted to waive
contract standing orders (under 6.10.1 of CSO’s) to continue
using TTR software from October 2025 for 3 years.

Decision

To award a 3-year contract to the value of
£40,000 for the TTR work to TelSolutions.
