Purpose

Environmental Protection and Civil Parking Enforcement require a contract to carry out a vehicle collection (removal, storage, and disposal) service of abandoned vehicles and vehicles that have been immobilised and whereby removal to compound has been identified within the borough. This is to facilitate and allow the Council to meet its legal duty under the Refuse Disposal (Amenity) Act 1978 and the Clean Neighbourhood and Environmental Act 2005. As well as its responsibilities as agent to the Suffolk County Council under the Road Traffic Regulations Act 1984 and Traffic Management Act 2004.

Previously competitive tenders have been held with no bids received. Recent market research undertaken by Procurement team has shown that this is unlikely to have changed.

The value of the contract for one year is estimated to be approximately £3,000 + £4,500 a year. An exemption has been granted to extend the contract providing this the current contract for a one-year extension period for 11th March 2026.

Alternative Options conceded and why rejected:

Following consultation with the Procurement team and comments received during the market research exercise carried out by Procurement team, it is unlikely re-issuing the tender would result in any new bids. We are also mindful of the time this process takes and that having a contractor in place is becoming increasingly urgent.
