Purpose

We have received
Rough Sleeper Initiative funding for the period 2022-2025 and have
identified the interventions we would like to continue to provide
as core services.
 
It has been decided
to make a contract award for Mental Health services

Decision

Mental Health Provision contract value
£92,100 01/04/2023-31/03/2024.
 
A decision has been
made to waive the market testing required by Contract Standing
Orders and direct award to the mental health service provided by
the NHS via Norfolk and Suffolk Foundation Trust (NSFT), as they
are the only local mental health trust and there is no other
provider able to deliver the same level of service. Having services
embedded in the Trust enables referrals to other mental health
services, access to treatment and health records.
 
Alternative options
considered and why rejected:
The alternative
would be to discontinue the interventions and remove them from the
RSI bid for 22-25 which would be detrimental to the outcomes for
rough sleepers. Ending or reducing expert support in mental health
could lead to increase in evictions and numbers sleeping rough.
