Purpose

This report outlines the procurement recommendation
to procure a new software system for Waste Management which will
also have modules for Commercial Waste and Parks. 

Decision

i)        To
authorise the Head of Waste
& Fleet, in consultation with the Head of Procurement, Head of
Finance and Head(s) of Legal, to immediately commence
procurement of a Waste Management ICT
Operating System.
 
(ii)       Subject to (i), to
authorise the Head of Waste & Fleet, in consultation with the
Head of Procurement, Head of Finance and Head(s) of Legal, to award
the contract for the supply of a Waste
Management Operation ICT System,
subject to:
 

a)            
Procurement being undertaken via a
compliant public procurement framework;

 

b)           
There being sufficient budget
allocated for the value of the contract award;

 

c)            
The proposed contract term not exceeding 7
years.
 
Reasons:
 
(i)
To allow the Council to assess bids and evaluate the most
economically advantageous tender.

(ii) To award the contract as
necessary to the successful bidder.
