Purpose

The
Waste, Recycling and Environmental Contracts Team is seeking
approval to commission a service provider via an open tender
procurement route, to deliver an annual Local Environmental Quality
(LEQ) survey in line with Defra NI195 Guidance to provide an
evidence base for contractual monitoring and management of the
street cleansing service across the year.
 
Delivery of the annual NI195 surveys will ensure compliance with
the reporting requirements for the Monthly, Quarterly and Annual
Service and Performance Management Reports as set out in Section
10, Schedule 2, Service Specification.
 
Due
to the limited number of suppliers in the market and the service
being very niche, the evaluation weighting has been set at: 60
Technical / Quality ; 30 Price ; 10
Social Value.
 

Decision

The
Executive Director AGREED to:
(i)            
Approve the sourcing strategy for the delivery of a Local
Environmental Quality survey in line with Defra NI195 Guidance via
an open tender as outlined in the body of the report.
(ii)           
Approve that the tender is for an initial contract period of three
years with the option to extend for a further two years for a total
contract value estimated to be between £60,000.00 to
90,000.00 + VAT for the first three years plus an option to extend
for a further two years (estimated value between £40,000.00
to £60,000.00) + VAT.
