Purpose
This decision relates to
the four new housing schemes within Phase 1 of the Council’s
New Homes Programme (175-177 Kensal Road, 15-17 Hewer Street, Plots
5 and 6 Acklam Road and 54 St Helens Gardens).
To ensure that as many
affordable rented homes were delivered as possible, the planning
applications for all four schemes were linked together but the
smallest of the schemes at St Helens Gardens, (including 4
affordable homes) has not been built and an amendment to the four
planning approvals is needed so that all 90 homes in the developed
schemes can all be occupied. Within the planning approvals there is
also a requirement for the delivery of Public Art within the Phase
1 schemes, which it has not been possible to deliver directly due
to the constrained nature of the sites. A change to the planning
approvals will allow for a financial Public Art contribution to be
made instead.
Decision
The
Executive Director AGREED to:
The
proposed amendments to the Phase One Undertakings as set out below
to enable occupation of all social and market units across Kensal
Road, Hewer Street and Acklam Road.
Approve
the Council as landowner to enter into four new Unilateral
Undertakings for all the Phase One Sites.
Approve
the sealing of the four new Unilateral Undertakings for all the
Phase One Sites.
Approve
the Council as landowner making the required payments associated
with complying with the amended Public Art obligation.
