Purpose
To vary the core alcohol and
substance misuse contracts to incorporate supplementary funding
received via the Drug and Alcohol Treatment and Recovery
Improvement Grant (DATRIG). It will also include a recognition of
inflationary pressures that the Office for Health Improvement and
Disparities (OHID) have asked the Council to include and the
intention to utilise the two-year permissible extension built into
the contract.
Decision
The
Lead Member AGREED to:
1.
Delegate authority to the Director of Public Health
to approve the acceptance of dedicated supplementary government
grants for treatment of substance misuse.
2.
Approve the variation of the Turning Point and CGL
contracts to:
(i)
Authorise the two-year extension option, beyond the current
contract end date of 30 June 2026.
(ii)
Authorise a contract adjustment for Turning Point to address
inflation-related contract uplift, totalling £828k for the
period from 1 February 2026 to 30 June 2028 (provided that the
extension is approved as per recommendation 2.2(i)), acknowledging retrospective spending of
£133k from the 1 July 2025 to 31 January 2026.
(iii)
Authorise an inflation-related contract uplift for Change Grow Live
totalling £519k for the period from 1 February 2026 to 30
June 2028 (provided that the extension is approved as per
recommendation 2.2(i), and acknowledging retrospective spending
of £57k from the 1 July 2025 to 31 January 2026.
(iv)
Delegating authority to the Director of Public Health to vary the
contracts in anticipation of up to £2.273m for Turning Point
and £627k for Change Grow Live during the period 1 April 2026
to 30 June 2028 (provided that the extension is approved as per
recommendation 2.2(i)), to enable the
continued use of dedicated ringfenced supplementary government
funding for substance misuse treatment (subject to such funding
being granted to the Council), with agreed indicators to support
the new investment.
