Purpose

To procure and award a contract
to a delivery partner, following competition, to undertake a whole
organisation service review and cost optimisation programme to
identify savings and productivity opportunities. This is to support
the Council to manage its budget gap from 2027/28 and will ensure
the local authority is in a position to consult on options in the
Autumn of 2026.  Any resulting savings
proposals will be subject to the Council’s normal policies on
public consultation and full consideration of the impact on
residents.

Decision

The
Strategic Director AGREED to:

Approve the Procurement
Strategy to appoint an external provider to support the Council to
carry out a whole organisation service review and cost optimisation
process, with a maximum estimated contract value set out in
Appendix 1 (exempt from publication).
Delegate to the Director
of Grenfell Legacy and Corporate Strategy the decision to award the
contract at the conclusion of the procurement described in the
report.
