Purpose

The proposal is seeking approval for the procurement strategy and award for the appointment of Mount Anvil (Lots Road) LLP, (company number OC446497) to provide a stage 1 Design and Build pre-construction services and if selected for stage 2 (Construction) to proceed to the construction (subject to contract) of the Chelsea Creek retaining wall and associated infrastructure works as part of the enabling works for the proposed wider housing led development at ‘Lots Road South’ delivered by Mount Anvil (Lots Road) LLP. 

Decision

The Lead Member has AGREED to:

  1. Approve the procurement strategy for design services and construction for the Lots Road South Chelsea Creek Wall project (the Project) using a two-stage Design and Build process as described in Section 5 of the report.
  2. Approve a waiver to permit directly entering into a JCT 2024 pre-construction service agreement (PCSA) with the option to enter into a main works contract for the Project on the grounds set out in Section 3 of the report.
  3. Approve award of the Stage 1 PCSA for design and associated services with option to enter into a main works contract for the Project to Mount Anvil (Lots Road) LLP (Company Registration Number: OC446497) for an estimated value of £256,481.52 excluding VAT. (£307,777.83 including VAT) over 44 weeks.
  4. Agree to delegate Authority to the Executive Director to approve the award of the Stage 2 main works contract within the parameters set out in paragraph 5.7 of this report.
  5. Approve the contingencies and allowances set out in the exempt from publication (Part B) appendix one to this report.
  6. Authorise the Strategic Director to approve an extension of the PCSA contract term by 2 months where required.
