Purpose

Approval is sought to extend contract via a contract variation for 12 months, from 1st April 2026 to 1st April 2027 for day opportunity services for the following resident groups - Learning Disabilities, Physical Disabilities and Sensory Impairments. The contracts to be varied are as below -

  5. Volunteer Centre Kensington and Chelsea – Volunteering Opportunities
  6. Groundwork London Eco Fitter – Volunteering Opportunities
  7. Action Disability Kensington and Chelsea – Information and Advice for People with disabilities
  8. Action Disability Kensington and Chelsea – Resource Centre for people with disabilities
  9. Royal Association for Deaf – Information and Advice for deaf people.

The Executive Director AGREED to:

  1. Approve the variations of the following contracts:

(i)    Action Disability Kensington and Chelsea (Company No. 03040329), for the provision of the Physical Disabilities Hub Service contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027 for an additional cost of £72,100 (excl. VAT).

(ii)   Action Disability Kensington and Chelsea (Company No. 03040329), for the provision of the ‘Physical Disabilities Information and Advice’ contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027, for an additional cost of £49,170 (excl. VAT).

(iii)Royal National Institute for Blind (Charity No. 226227), for the provision of the ‘Independent Living Project’ contract, for an extended period of 3 months from 1 April 2026 until  30 June 2026, for an additional cost of £2,500 (excl. VAT).

(iv)Equal People Mencap (Company No. 02150599), for the provision of the ‘Preventative Community Day Opportunities for Adults’ contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027, for an additional cost of £80,000 (excl. VAT).

(v)  Full of Life (Company No. 06643013), for the provision of the ‘Day Opportunities Service for Adults with Learning Disabilities (Complex Needs)’ contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027, for an additional cost of £213,956 (excl. VAT).

(vi)The Volunteer Centre Kensington & Chelsea (Charity No. 1076392), for the provision of the ‘Volunteering Pathways to Employment Service’ contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027, for an additional cost of £31,650 (excl. VAT).

(vii)Groundwork London (Company No. 04212532), for the provision of the ‘Eco Fitter For Work’ contract, for an extended period of 12 months from 1 April 2026 until 31 March 2027, for an additional cost of £15,450 (excl. VAT).

(viii)              Balance (Support) CIO (Charity No. 1190859), for the provision of the ‘Supported Employment for Learning Disabilities’ contract, for an extended period of 3 months from 1 April 2026 until 30 June 2026 for an additional cost of £21,105 (excl. VAT).

Acknowledge that formal notice of the previous extensions to the above contracts (from 1 April 2025 to 31 March 2026) was not given to contractors but that the extensions were implemented by conduct, and that this will be recorded in the variation agreements for the above-mentioned further extensions.
