Purpose

The contract award for the upgrades of the Motor Control Centre Panels at Kensington Town Hall. The Motor Control Panels, which controls all of the heating and ventilation plant in the Town Hall and Civic Centre, was originally designed for a 25-year lifespan.

Decision

The Chief Executive AGREED to:

1. Approve a waiver of the requirement in Contract Regulations to seek approval for the procurement strategy for the contract described in this report, following endorsement by the Tri-Borough Director of Audit, Fraud, Risk and Insurance;
2. Award a contract via a direct call-off under the Fusion 21 - Refurbishment, Construction, New Build and Modular Buildings Framework: Lot 1 Internal and External Refurbishment (Sub-lot 1B Education), for the window replacements and roofing works at Avondale Primary School to Mulalley and Co. Limited (Company No. 01534913), at a total contract value of £442,809.08 excluding VAT (£531,370.09 including VAT) for a proposed period of 6 weeks, commencing on 21 July 2026.
3. Approve the contingency provisions set out in the exempt from publication (Part B) Appendix One.
