Purpose
The framework hosted by RBKC
(the previous framework was hosted by the London Borough of
Hounslow) will enable all London Boroughs, the City of London and
other member local authorities of the consortium to draw down
contracts with a suitable contractor to meet their public safety
duties under the London Building Acts (Amendment) Act 1939 Part VII
Dangerous and Neglected Structures or the Building Act
1984.
The framework will ensure that
a suitable contractor is available within 3 hours, 24 hours a day,
365 days a year to secure, support or remove dangerous structures
which have been identified within the Authority.
The framework also provides an
option for planned works.
Decision
The Lead Member for Planning and Public
Realm, following endorsement by the Commercial
Assurance Panel, has AGREED to:

Approve
the Procurement Strategy for the London wide
Dangerous Structures Framework, for an expected total framework
value exclusive of VAT of £50m (covering estimated spend of
all of the participating authorities) and a call-off contract value
for the Council of £500k exclusive of VAT, in both cases over
the recommended four-year term.

Approve the Council acting
as lead authority for the procurement and management of the
proposed Framework on the basis explained in the
report.

Delegate the award
decision to the Executive Director to appoint the successful
tenderer to the framework.
