Purpose
On the 14th October 2021 an Agreement for Lease
was entered into between the Council and Keepmoat Homes in respect
of the land off Soothill Lane,
Batley.
Within this agreement the
provision for affordable housing to be constructed as part of the
development was set at 20% of the aggregate of all dwellings to be
constructed on the land.
Bulk transfers have since
taken place to Registered Providers which increased the Affordable
Housing provision to 117 units in total through agreement with
Homes England and formalised through Deed of Variations.
Keepmoat have now requested
to transfer a further 19 additional affordable housing units to a
Registered Provider. On 30th
January 2026 Homes England approved this further increase in
affordable housing and this brings the
total to 136 affordable units out of 319 units across the full
site.
A Delegated Decision Notice
is now required to enter into the
appropriate Deed of Variations with both Homes England and Keepmoat
to progress this.
There is no financial impact to
the Council and the costs of the
additional affordable units are being met by the Registered
Provider utilising Home England funding.
Content
Authority is requested from
the Executive Director (Place) to agree to the increase in
affordable housing across the site at Soothill and to authorise the Service Director -
Legal, Governance and Commissioning to enter in to and complete the
Deed of Variations with both Homes England and Keepmoat.
