Purpose

The enabling works are necessary to prepare
the site for the carrying out of the main contract works and
achieve the Phase 1 completion date of Q4 2025. The enabling works
were anticipated and included in the OCH Cabinet Report that was
considered and approved by Cabinet on the 21st December 2023.

Content

To instruct the Phase 1
enabling works to ensure timely progress on Phase 1 of the
development.
 
The enabling works form part
of the £6.180m Pre-Construction Services Agreement(PCSA)
budget. This budget covers the period up to starting the main
construction works on site.
 
At the time of the Cabinet
report the enabling works were budgeted at £1.105m. The scope
of the works now includes additional items and the value that will
be instructed is £1.281m. However, the original PCSA budget
of £6.180m will be maintained with the difference of
£176k being funded from reallocation of monies from within
the PCSA budget.
 
The works will be carried out between the
11thMarch and the 10thJune 2024. The main construction works are
then programmed to commence on the 10thJune subject to agreement on
the contract sum, all as set out in the Cabinet report
