Purpose

The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 9.1.3(g), for
an exemption from Contract Procedure Rule 6.5.2 to award a contract
without competition for the Community Cycling Service contract to
Wheels for All for.
 
The reasons for the decision are, as required
by Contract Procedure Rule 9.1.3(g), where The ASO can demonstrate
that no genuine competition can be obtained in respect of the
purchase of the Community Cycling Services. There are very few
providers in this field and the results from a Soft Market Test
exercise resulted in only the incumbent provider responding with an
expression of interest.

Decision

By Interim Executive Director (Resources):
That an exemption from Contract Procedure Rule
6.5.2 be approved, in accordance with Contract Procedure Rule
9.1.3(g) to permit the award without competition, of a contract for
the Community Cycling Service.
 
By Assistant Executive Director (Public
Health):
 
(i)       That a contract be awarded
without competition to Wheels for All for the Community Cycling
Service contract from 1 April 2025 to 31 March 2027 including
options to extend for further periods of time up to a maximum of 12
months in aggregate, to 31 March 2028; and
 
(ii)       That the Procurement Team
be authorised to make the necessary arrangements for the issue of
the relevant contract documentation.
