Purpose

The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 9.1.3 (k), to
seek an exemption from Contract Procedure Rule 7, and award
contracts without competition to DAC Beachcroft and Avison Young
for external legal advice services and external project monitoring
services to help deliver the Kirkby Town Centre Project Phase
2.
 
The reasons for the decision are, as required
by Contract Procedure Rule 9.1.3 (k)
 
k. Any other exceptional circumstances as
detailed within the report at Section 3.

(i)       That Contract
Procedure Rule 7 be waived, in accordance with Contract Procedure
Rule 9.1.3 (k) to permit the award of contracts without
competition, for external legal advice and project monitoring
services to deliver Kirkby Town Centre Project Phase 2.
 
By Assistant
Executive Director Development and Infrastructure:
 
(ii)       That contracts be
awarded without competition to DAC Beachcroft for external legal
advice services and Avison Young for external project monitoring
services to help deliver the Kirkby Town Centre Project Phase 2
from 7 April 2025 to 30 August 2027.
 
(iii)      That the Procurement Team
be authorised to make the necessary arrangements for the issue of
the relevant contract documentation.
