Purpose
The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 6.5.2 (iv) for
the award of contract to Cass Associates for architectural services
for the refurbishment of 5-8 Cavendish Walk from June 2025 to
October 2026, including options to extend for further periods of
time up to a maximum of six months in aggregate, to April 2027.
The reason for the decision is that a
compliant procurement exercise has been undertaken in accordance
with Contract Procedure Rule 6, and the winning bidder has been
identified as providing the most advantageous offer to the
Council.
Decision
(i) That, in accordance
with Contract Procedure Rule Schedule 1 6.5.2 (iv), a contract
be awarded to Cass Associates for architectural services for the
refurbishment of 5-8 Cavendish Walk from June 2025 to October 2026,
including options to extend for further periods of time up to a
maximum of six months in aggregate, to April 2027.
(ii) That the Procurement
Team be authorised to make the necessary arrangements for the issue
of the relevant contract documentation after conclusion of the
standstill period.
Alternative options considered
Do Nothing: This option was considered and
rejected as it would significantly hinder the progress of the wider
regeneration of Huyton Town Centre.
Without the refurbishment works to 5-8 Cavendish Walk, there would
not be enough office space to decant staff, directly delaying the
planned demolition of the current Council offices and the
construction of the new HQ.
