Purpose

 
The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 5.3.2(a), for
the award of contract to MRI Software Limited for IT Housing Management
System for Temporary Accommodation from 1 July 2025 to 30 June
2028, including options to extend for further periods of time up to
a maximum of 12 months in aggregate, to 2029.
 
The reason for the decision is that a
compliant procurement exercise has been undertaken in accordance
with Contract Procedure Rule 5.3.2(a), and the winning bidder has
been identified as providing the most advantageous offer to the
Council.
 

Decision

(i)   
That, in accordance with Contract Procedure Rule 5.3.2(a), a contract be awarded to
MRI Software
Limited to provide an IT Housing Management System for
Temporary Accommodation from 1 July 2025 to 30 June 2028, including
options to extend for further periods of time up to a maximum of 12
months in aggregate, to 30 June 2029.
 
(ii)  
That the Procurement
Team be authorised to make the necessary arrangements for the issue
of the relevant contract documentation.
 

Alternative options considered

Do nothing: This option was considered and
rejected because the effective management of 100 residential
properties requires an appropriate IT Housing Management
system.
 
Deliver in house: This option was considered
and rejected because the Council does not have the existing
software to facilitate the effective management of the
Council’s expanding portfolio of dispersed temporary
accommodation.
