Purpose
The purpose of the report is to seek approval
in accordance with regulation 13(1)(d) of the Health Care Services
(Provider Selection Regime) Regulations 2023 to modify the contract
with Liverpool Heart and Chest Hospital NHS Foundation Trust for
the delivery of a Stop Smoking Service for In-patients with
respiratory and cardiac conditions in Knowsley to
extend the contract term for a period of three months and
sixteen days months from 15 July 2025
to 31 October 2025.
This decision is justified as the proposed
modification:
(i) does not render the
contract materially different in character; and
(ii) does not produce a
change in the lifetime value of the contract since it was entered
into that is both above £0.500m and more than 25% of the
contractâs lifetime value when it was originally entered
into.
The proposed contract extension
will allow commissioners time to re-evaluate the Provider Selection
Regime (PSR) route to recommission a new contract for this service
in a compliant manner.
Decision
(i) That, in accordance
with regulation 13(1)(d) of the Health Care Services (Provider
Selection Regime) Regulations 2023: the contract with Liverpool
Heart and Chest Hospital NHS Foundation Trust for the delivery of a
Stop Smoking Service for patients with respiratory and cardiac
conditions in Knowsley be modified by extending the term for a
period of three months and 16 days from 15 July 2025 to 31 October
2025.
(ii) That the Procurement
Team be authorised to issue the relevant contract modification
documentation.
Alternative options considered
Do Nothing:
This option was considered and rejected. This
option would leave Knowsley without an Intermediate Stop Smoking
Service within Liverpool Heart and Chest Hospital. The consequences
of this would include poorer health outcomes for residents,
increased pressure on primary, secondary, and acute care services.
It also risks continuity of the service supporting delivery of The
All Together Smokefree Knowsley Strategic Action Plan 2024-2027 and
access to its associated supplementary funding.
Deliver in house:
This option was considered and rejected due to
the service needing to be delivered in the Liverpool Heart and
Chest Hospital and the expertise, skills and resources needed to
deliver a Care Quality Commission compliant service, which could
not be undertaken within Councilâs existing resources.
Seek Competition
(Quotation / Tender):
This option was rejected as the service
provider is performing well and there is provision within the
current budget. This option was also rejected due to the nature of
this specific service. This service is for respiratory and cardiac
patients in receipt of Liverpool Heart and Chest Hospital
services. As a result of this there are
no other viable alternatives to consider as no other provider
treats Knowsley in-patients with respiratory and cardiac
problems.
