Purpose
To seek authorisation for the Head of Legal
Services to carry out the necessary legal and administrative
procedures required to introduce a proposed Traffic Regulation
Order, in so far as it relates to the introduction of a Proposed No
Stopping At Any Time Restrictions (Clearway) on A562 Higher Road,
as per Schedule 1 appended to the attached report and as shown on
the drawing numbered PT/TM/8293/1.
Also to seek authorisation for the Head of
Legal Services to carry out the necessary legal and administrative
procedures required to revoke the existing speed limit orders on
A562 Higher Road and Finch Lane and the introduction of a 40mph
along a section of A562 Higher road, a 60mph speed limit order on
A562 Higher Road and a 30mph speed limit order on Finch Lane as per
Schedules 3 to 7 appended to this report and as shown on drawing
numbered PT/TM/8293/2.
Decision
That the Executive Director (Regeneration and
Economic Development) in consultation with the Cabinet Member for
Regeneration and Economic Development;
(a) Approve the making of an
Order under the provisions of sections 1 to 5 of the Road Traffic
Regulation Act 1984 the effect of which will be to amend the
Knowsley Metropolitan Borough Council (Prohibition and Restriction
of Waiting Loading and Parking Places) (Civil Enforcement and
Consolidation Order) 2015, in so far as it relates to no stopping
at any time (Clearway) restrictions on A562 Higher Road, Halewood,
by the revocation of the Map Schedule detailed in Schedule 1
appended to this report and the addition and insertion of the Map
Schedule detailed in Schedule 2 appended to this
report. The extents of the proposals
are as shown on plan number PT/TM/8293/1 appended to this report
and as described below:-
• A562
Higher Road, Halewood (both carriageways) – From its junction
with A561 Speke Boulevard to its junction with Baileys Lane.
(b) Approve the partial
revocation of the “KNOWSLEY METROPOLITAN BOROUGH COUNCIL
(VARIOUS ROADS, HALEWOOD) (30MPH, 40MPH, 50MPH and 60MPH SPEED
LIMITS) (AND REVOCATION) ORDER 2014” in so far as it relates
to the existing 40mph speed limit on the length of roads shown on
plan number PT/TM/8293/2, referenced in Schedule 3 and described
below –
• A562
Higher Road, Halewood (Eastbound Carriageway) – From a point
50 metres east of its junction with Finch Lane to a point 320m east
of its junction with Finch Lane.
• A562
Higher Road, Halewood (Westbound Carriageway) – From a point
50m east of its junction with Finch Lane to a point 200m east of
its junction with Finch Lane.
• A562
Higher Road, Halewood (Both Carriageways) – From a point 90m
east of its junction with Old Hutte Lane to a point 50m east of its
junction with Finch Lane.
(c) Approve the revocation of
the existing 60mph speed limit on the length of roads shown on plan
number PT/TM/8293/2, referenced in Schedule 3 and described below
–
• A562
Higher Road, Halewood (Westbound Carriageway) – From a point
320m east of its junction with Finch Lane to a point 675m east of
its junction with Finch Lane.
(d) Approve the introduction
of a 60mph speed limit on the length of road shown on plan number
PT/TM/8293/2, referenced in Schedule 7 and described below
–
• A562
Higher Road, Halewood (Eastbound Carriageway) – From a point
50 metres east of its junction with Finch Lane to a point 320m east
of its junction with Finch Lane.
(e) Approve the introduction
of a 40mph speed limit order on the length of road shown on plan
number PT/TM/8293/2, referenced in Schedule 6 and described below
–
• A562
Higher Road, Halewood (Westbound Carriageway) – From a point
320m east of its junction with Finch Lane to a point 675m east of
its junction with Finch Lane.
(f) Approve the
revocation of the national speed limit (60mph) order on the length
of road referenced in Schedule 4 and described below –
• Finch
Lane, Halewood – From its junction with Higher Road to a
point 340m in a northerly direction.
(g) Approve the introduction
of a 30mph speed limit order on the length of road referenced in
Schedule 5 and described below –
• Finch
Lane, Halewood – From a point 340m north of its junction with
Higher Road to its junction with Lower Road.
(h) Authorise the Head of
Legal Services to carry out the necessary legal and administrative
procedures required to advertise the amendment to the Traffic
Regulation Order referred to above, pursuant to the Road Traffic
Regulation Act 1984 and the Traffic Management Act 2004 (and
regulations made under those Acts) and, and if no objections are
made within the objection period or no objections remain
unwithdrawn, to make the provisions of this order permanent.
(i) Authorise the Head
of Legal Services to advertise the revocation of the existing speed
limits and the intention of making the Speed Limit Order, as
described in this report, pursuant to the provisions of Section 84
and Schedule 9 of the Traffic Regulation Act 1984, and if no
objections are made within the objection period or no objections
remain unwithdrawn, to make the Order.
Alternative options considered
Doing nothing was considered and rejected as
this would not support the ongoing active travel and junction
capacity improvements being carried out on Higher Road and Finch
Lane in relation to the East of Halewood developments.
