Purpose

The purpose of this decision is to make
changes to the establishment as required as part of the ongoing
implementation of the Aids and Adaptations Review approved in
August 2024.
 
There is a vacancy for a permanent 1.0 FTE
fixed term Grants Officer post (Grade G) (position number K011294)
in the Disabled Facilities Grant (DFG) Team. There is a current
member of staff (position number 100545) who is employed in the
same role but on a fixed term basis until 31 July 2025. This member
of was employed following an external recruitment exercise. Rather
than undertake an external recruitment exercise again, it is
proposed that vacant permanent post (position number K011294) is
disestablished and that the fixed term post (position number
100545) is redesignated to a permanent post.
 
The redesignation of position number 100545 to
a permanent post creates a vacancy for a permanent Assistant Grant
Officer post (position number K001680) in the DFG Team. There is a
current member of staff (position number K001680) who is employed
in the same role but on a fixed term basis until 31 July 2025. This
member of was also employed following an external recruitment
exercise. Therefore, it is proposed that the fixed term Assistant
Grant Officer post (position number K001680) is redesignated from a
fixed term post to a permanent post.
 
Due to proposal to disestablish position
number K011294 this mean that the post redesignations proposed are
cost neutral within the overall cost of service.

Decision

That the Assistant Executive Director (Adult
Social Care) agrees to the:
 
(i)       Redesignations
of;
a.       fixed term Grants
Officer post (Grade G) (position number 100545) within the Disabled
Facilities Grant Team (DFG) from a fixed term post to a permanent
post; and
 
b.       the fixed term
Assistant Grants Assistant Post (Grade E) (position number K001680)
within the Disabled Facilities Grant Team from a fixed term post to
a permanent post; and
 
(ii)       Disestablishes;
a.       permanent Grants
Officer post (Grade G) (position number K011294) within the
Disabled Facilities Grant Team (DFG).

Alternative options considered

Do Nothing
 
This option was considered but rejected as
this would require the Council to undertake a recruitment exercise
which is not necessary as there are capable and competent members
of staff working in the same roles but on a fixed term basis.
Redesignation of the posts is possible within the Councils policies
and procedures.
