Purpose

To seek authorisation for the Head of Legal
Services to carry out the necessary legal and administrative
procedures required to advertise the intention of introducing
traffic calming measures and Traffic Regulation Orders for a
prohibition of waiting and 20mph speed limits on various roads in
Huyton, as shown on the drawing PT/TM/8398-8400 and PT/TM/8397 as
shown on Appendix B.

Decision

That the Executive Director
(Regeneration and Economic Development) in consultation with the
Cabinet Member for Regeneration and Economic Development
authorises:
 
a)   
The introduction of traffic calming measures in accordance with
Sections 90A and 90C of the Highways Act 1980 and the Highways
(Road Humps) Regulations 1999, the effect
of which will be to introduce traffic calming measures on
various roads in Huyton as shown in the drawings numbered
PT/TM/8398-8400 and PT/TM/8397 in Appendix B of this report, and as
described below.  The traffic calming
will be in the form of bituminous raised tables 100mm high at the
following locations;
i)              
St Mary’s Road - At a point 8 metres west of its junction
with St John’s Road
 
ii)             
St Mary’s Road – At a point 80 metres west of its
junction with St John’s Road
 
iii)           
St Mary’s Road – At a point 155 metres west of its
junction with St John’s Road
 
iv)           
St Mary’s Road – At a point 215 metres west of its
junction with St John’s Road
 
v)            
St Mary’s Road – At a point 25 metres southwest of its
with Graham’s Road
 
vi)           
St Agnes Road– At a point 36 metres west of its junction with
Graham’s Road
 
vii)          
St Agnes Road– At a point 121 metres west of its junction
with Graham’s Road.
 
viii)        
St Agnes Road– At a point 196 metres west of its junction
with Graham’s Road
 
ix)           
Graham’s Road– At a point 12 metres north-east of its
junction with St Agnes Road
 
x)            
Graham’s Road– At a point 42 metres north-east of its
junction with St Agnes Road
 
xi)           
Graham’s Road– At a point 13 metres north-east of its
junction with St Mary’s Road
 
xii)          
Graham’s Road– At a point 43 metres north-east of its
junction with St Mary’s Road
 
b)   
The Head of Legal Services to carry out the necessary legal and
administrative procedures required to advertise the intention of
introducing these traffic calming measures, in the form of a Road
Hump Notice, and if no comments are made, to proceed with their
introduction.
 
c)   
The introduction of a Traffic Regulation Order under the
provisions of sections 1 to 5 of the Road Traffic Regulation Act
1984 the effect of which will be to amend
the Knowsley Metropolitan Borough Council (Prohibition and
Restriction of Waiting and Loading and Parking Places) (Civil
Enforcement and Consolidation) Order 2015, in so far as it
relates to Prohibition of Waiting At Any Time, restrictions on
Wilson Road, Huyton by removing the Map Schedule detailed in
Schedule 1 of Appendix A of this report and the addition and
insertion of the Map Schedule detailed in Schedule 2 appended to
this report. The extents of the proposals are as shown on the plans
PT/TM/8398-8400 of Appendix B to this report and as described
below:-

Wilson Road, Huyton – Southwest side - From a point 285
metres north of its of junction with Stretton Way to a point 15
metres southeast of its junction with Link Road
 

ii)    
Wilson Road, Huyton - Southwest side – From a point 30 metres
northwest of its junction with Link Road to a point 40m southeast
of its junction with Manor Farm Road
 

iii)  
Wilson Road, Huyton - Southwest side – From a point 55 metres
northwest of its junction with Manor Farm Road to a point 25m
southeast of its junction with St John’s Road
 

iv)  
Wilson Road Huyton – Northeast side – From a point 285
metres northwest of its junction with Stretton Way to a point 15
metres southeast of its junction with Link Road
 

v)   
Wilson Road Huyton – Northeast side – From a point 30
metres northwest of its junction with Link Road to a point 60
metres southeast of its junction with Brickfields
 

vi)  
Wilson Road Huyton – Northeast side – From a point 50
metres northwest of its junction with Brickfields to its junction
with Hall Lane
 
d)   
The Head of Legal Services to carry out the necessary legal and
administrative procedures required to advertise the intention of
introducing a Traffic Regulation Order in so far as it relates to
the introduction of Prohibition of Waiting, At Any Time,
restrictions on lengths of Wilson Road, Huyton as detailed on the
drawing attached in Appendix B to this report.
 
e)   
The introduction of 20mph Speed Limit Orders on the lengths of road
described below and as shown and shown on the drawing numbered
PT/TM/8397 in Appendix B of this report.
 
i)     
St Mary’s Road, Huyton - From its interface with The Orchard
to its junction with St John’s Road
 
ii)    
St Agnes’ Road, Huyton- From its junction with The Park to
its junction with St John’s Road
 
iii)  
Graham’s Road, Huyton - From its junction with St
Agnes’ Road to its junction with Huyton Hey Road
 
iv)  
The Park, Huyton - From its junction with St Mary’s Road to
its junction with Rydal Road
 
v)   
Greenhill Place - From its junction with The Park for its entire
length
 
vi)  
College Fields- From its junction with Greenhill Place - for its
entire length
 
vii) 
St Catherine’s Close - From its junction with College Fields-
for its entire length
 
viii)Rydal Road - From its junction
with St Agnes’ Road to its junction with The Park
 
ix)  
Oakwood Drive - From its junction with St Agnes’ Road for its
entire length
 
f)     
Authorise the Head of Legal Services to advertise the intention of
making the Speed Limit Order, as described in this report, pursuant
to the provisions of Section 84 and Schedule 9 of the Traffic
Regulation Act 1984, and if no objections are made within the
objection period or no objections remain unwithdrawn, to make the
Order
 
g)   
The introduction of a One Way Traffic
Order on the length of road described below and referenced on the
drawing numbered PT/TM/8397 in Appendix B;
 
i)              
St Mary’s Road – From a point 16 m west of its junction
with St John’s Road to its junction permitting traffic to
travel in an easterly direction only
 
h)   
Authorise the Head of Legal Services to advertise the intention of
making the One Way Traffic Order, as
described in this report, pursuant to the provisions of Section 84
and Schedule 9 of the Traffic Regulation Act 1984, and if no
objections are made within the objection period or no objections
remain unwithdrawn, to make the Order.
 
i)     
The introduction of controlled crossings on the lengths of road
described below and as shown on the drawing numbered
PT/TM/8398-8400 in Appendix B;
 
i)        Wilson Road
– Toucan Crossing – From a point 138 metres southeast
from its junction with Manor Farm Road
 
ii)             
Wilson Road – Toucan Crossing – From a point 85 metres
northwest from its junction with Stretton Way
 
iii)           
Wilson Road – Upgrade of Zebra crossing to a Toucan crossing-
From a point 33 metres southeast of its junction with Link Road
 
j)     
Authorise the Head of Highways and Capital Delivery to advertise
the intention of implementing a controlled crossing on Wilson Road
pursuant to the provisions of Section 23 of the Road Traffic
Regulation Act 1984 and if no objections are made within the
objection period or no objections remain unwithdrawn, to implement
the crossings.

 

Alternative options considered

Taking no action was considered and rejected,
however the proposals will improve the sustainable travel network
in Huyton to tie in with potential improvements to the shopping
centre, public open spaces, and leisure centre in the area. Not
undertaking the proposals to introduce a segregated off-road
cycleway along Wilson Road will result in no cycle facilities being
available along a busy A-road which will discourage many cyclists
from travelling in the area.  Not
undertaking the work to extend a cycleway along the residentials
areas of St Agnes Road, St Mary’s Road and Grahams Road with
traffic calming measures would be a lost opportunity to invest in
the highway network using funding made available from City Region
Sustainable Transport Settlement (CRSTS).
