Purpose

The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule Schedule
1  6.5.2 (iv), for the award of a
JCT Minor Works
Building Contract 2024 to J Freeley Ltd for Demolition of
Huyton Resource Centre, Tarbock Road, Huyton.
 
The reason for the decision is that a
compliant procurement exercise has been undertaken in accordance
with Contract Procedure Rule 6, and the winning bidder has been
identified as providing the most economically advantageous offer to
the Council.
 

Decision

(i) That, in accordance with Contract
Procedure Rule Schedule 1  6.5.2 (iv), a
JCT Minor Works Building Contract 2024 be awarded to J Freeley Ltd
for Demolition of Huyton Resource Centre, Tarbock Road, Huyton.
 
(ii)That STAR Procurement be authorised to
make the necessary arrangements for the issue of the relevant
contract documentation.
 

Alternative options considered

None. The property is in extremely poor
condition, the Council has no future use for it and does not have
the significant funding required to invest to make it safe and
compliant for future occupation.
 
Deliver in house: This option was considered
and rejected because the Council does not have an in-house
demolition team.
