Purpose

The commission of a documentary exploring the
making of the local cult classic film, ‘Letter to
Brezhnev’, with Frank Clarke in joint collaboration with
Kirkby Gallery.
 
The documentary and its editing will be
undertaken by Graeme Lycett of ‘Square One Media’, in
liaison with Frank Clarke and KMBC.
 
The commission will fulfil our proposed Kirkby
activity for our Knowsley at 50 Heritage Fund programme.
 
The purpose of this decision is to seek
approval to sign and seal the small contract relating to the
commissioned documentary.  The service
is being provided free of charge, the contract relates to ownership
and usage of the film.                                                                                                   

Decision

That the Executive Director (Communities and
Neighbourhoods) approves the signing of the contract for the
collaborative production of the documentary commission with Frank
Clarke, as part of the Knowsley at 50 Heritage Fund programme.

Alternative options considered

No alternative options considered due to
specific nature of the specialist or unique nature of the artistic
commission and applied to the specific materials and skills of the
artist as stated in clause 3.3 of procurement guidelines.
