Purpose

To seek authorisation to introduce a Temporary
Prohibition of Driving Traffic Regulation Notice relating to
sections of Hewitt’s Lane, Northwood Ward, to facilitate
essential carriageway maintenance works on behalf of Tarmac, in
accordance with statutory requirements, whilst protecting highway
safety and movement.

Decision

The Head of Highways and Capital Delivery
authorises the necessary legal and administrative procedures
required to:-
 
(a) 
process a Temporary Prohibition of Driving Traffic Regulation
Notice, pursuant to Section 14 of the Road Traffic Regulation Act
1984. The sections of road identified below and shown in the
drawing numbered PT/TM/8527 shall be closed to all vehicular
traffic (except emergency services), including pedal cycles, on
10th December 2025 between the hours of 09:30 – 15:30, to
such an extent as may from time to time be indicated by the
appropriate traffic signs.
 
(i)   
Hewitt's Lane – From its junction with A580 East Lancashire
Road to its junction with Mollys Lane.
 
(b) 
provide exemptions in
the Notice described in the decision item (a) above to permit
reasonable access to plant or premises, so far as it is practical
without interference with the execution of the said work and for
works vehicles or any vehicles being used in connection with the
police, fire or ambulance purposes and anything done with the
permission or at the direction of a police constable in
uniform.
 

Alternative options considered

Alternative traffic management techniques were
considered however given the statutory requirements of Chapter 8 of
the Traffic Sign Manual 2009 (for traffic safety measures at road
works and other temporary situations) and in the interest of
highway and public safety, it will be necessary to conduct the
works under temporary road closure conditions.
