Purpose

The purpose of the report is to seek approval
in accordance with Contract Procedure Rule 12.2.3(a), to modify the
contract with YMCA Together for the Mainstay Homeless Scheme as
provided for within the existing contract at clause 41 to continue
providing the IT based solution for cross boundary working in the
field of homelessness and ensures a consistent approach to the
assessment of clients seeking to access commissioned homeless
service provision.
 
The justification for the decision is, as
supported by Contract Procedure Rule 12.2.3 (a): The modification
is provided for within the existing contract at clause 41 in
precise and clear detail with regards to scope, nature and
conditions under which the modification may be used.

Decision

(i)       That, in accordance
with Contract Procedure Rule 12.2.3(a), the contract with YMCA
Together for the Mainstay Homeless Scheme be modified by extending
the term as provided for within the existing contract at clause 41
from 1 April 2024 to 30 June 2024 for a total period of three
months; and
 
(ii)       That the Procurement
Team be authorised to issue the relevant contract modification
documentation.
 

Alternative options considered

Do Nothing: This option was considered and
rejected because this would leave the Council with no provision to
assess and prioritise homeless people for access to homeless
hostel/accommodation provision. This system is also used for case
management in four homeless commissioned services, and this is
stipulated in the contract terms and conditions, there is no
alternative system to capture outcomes and monitor service delivery
and quality should we not extend this contract.
 
Seek Competition (Quotation / Tender): It was
not possible for Liverpool City Council Procurement Team to
mobilize sooner to progress a quotation tender
exercise.  Therefore Liverpool City
Council who are the lead commissioner requested a short extension
as allowed under the contract to enable them to seek
competition.
